The Secretary of State, being a Minister designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to measures relating to the protection of animals used for experimental and other scientific purposes, in exercise of the powers conferred on him by that section, hereby makes the following Regulations, a draft of which has been approved by a resolution of each House of Parliament:
