  "text": "(1) Article 32 (delegated powers) is amended as follows.\n(2) In paragraph 1—\n(a) for the words from “Commission” to “Article 128”, substitute “Secretary of State may make regulations”;\n(b) in point (b)—\n(i) for “national competent authorities” substitute “the CAA”;\n(ii) omit the words from “and the issuance” to the end.\n(3) In paragraph 2, for the words from “Commission” to “Article 128” substitute “the Secretary of State may make regulations”.",
