  "text": "(1) Article 61 (delegated powers) is amended as follows.\n(2) In paragraph 1—\n(a) for the words from “Commission” to “Article 128,” substitute “Secretary of State may make regulations”;\n(b) in point (a), for “territory to which the Treaties apply” substitute “United Kingdom”;\n(c) in point (d), omit “and to the implementing acts adopted on the basis thereof”.\n(3) In paragraph 2—\n(a) for “adopting the rules referred to in” substitute “making regulations under”;\n(b) for “Commission” substitute “Secretary of State”;\n(c) in point (c)—\n(i) for “Commission” substitute “Secretary of State”;\n(ii) in point (ii)—\n(aa) for “the delegated acts referred to in” substitute “regulations made under”;\n(bb) for “the implementing acts referred to in” substitute “regulations made under”.",
