  "text": "(1) Subpart FSTD is amended as follows.\n(2) In point ARA.FSTD.100—\n(a) in points (a) and (b), in each place the words occur, for “competent authority” substitute “CAA”;\n(b) in point (c)—\n(i) in point (1), for “competent authority” substitute “CAA”;\n(ii) omit point (2).\n(3) In points ARA.FSTD.110 to ARA.FSTD.140, in each place the words occur, for “competent authority” substitute “CAA”.",
