  "text": "(1) Expenditure that is charitable or connected with health, education or the environment of the description specified in paragraph (2) is prescribed in relation to each of England, Wales, Scotland and Northern Ireland for the purposes of section 22(3)(d) of the Act.\n(2) The description of expenditure is expenditure on or connected with small scale projects in local communities which involve people within those communities.",
