  "text": "(1) The existing wards of the borough of Blackburn with Darwen are abolished.\n(2) The borough of Blackburn with Darwen is divided into 17 wards as follows—\n(a) Audley & Queen’s Park;\n(b) Bastwell & Daisyfield;\n(c) Billinge & Beardwood;\n(d) Blackburn Central;\n(e) Blackburn South & Lower Darwen;\n(f) Blackburn South East;\n(g) Darwen East;\n(h) Darwen South;\n(i) Darwen West;\n(j) Ewood;\n(k) Little Harwood & Whitebirk;\n(l) Livesey with Pleasington;\n(m) Mill Hill & Moorgate;\n(n) Roe Lee;\n(o) Shear Brow & Corporation Park;\n(p) Wensley Fold;\n(q) West Pennine.\n(3) Each ward comprises the area identified on the map by reference to the name of the ward.\n(4) Three councillors are to be elected for each ward.",
