  "text": "In this Order—\n“the 1980 Act” means the Highways Act 1980;\n“the 2000 Act” means the Transport Act 2000;\n“the 2003 Act” means the Local Government Act 2003;\n“the 2011 Act” means the Localism Act 2011;\n“Area” means the area consisting of the areas of the constituent councils;\n“Combined Authority” means the Cambridgeshire and Peterborough Combined Authority as constituted by article 3;\n“constituent councils” means the councils for the local government areas of Cambridge, Cambridgeshire, East Cambridgeshire, Fenland, Huntingdonshire, Peterborough and South Cambridgeshire;\n“Local Enterprise Partnership” means the board of the Greater Cambridge Greater Peterborough Enterprise Partnership Limited;\n“Mayor” means the mayor for the Combined Authority as provided for by article 5; and\n“upper-tier authority” means Cambridgeshire County Council or Peterborough City Council.",
