In respect of any person, whether able to—
(a) understand spoken Irish;
(b) understand spoken Ulster-Scots;
(c) speak Irish;
(d) speak Ulster-Scots;
(e) read Irish;
(f) read Ulster-Scots;
(g) write Irish;
(h) write Ulster-Scots;
(i) no ability in Irish;
(j) no ability in Ulster-Scots.
