  "heading": "Participation by local authorities",
  "text": "(1) A local authority must participate in the operation of the database in accordance with these Regulations.\n(2) A local authority is responsible for any child records, responsibility for which—\n(a) is allocated to the authority by the Secretary of State for Children, Schools and Families; or\n(b) is accepted by the authority with the agreement of the local authority which previously had responsibility for that child record.",
