  "text": "(1) The returning officer must prepare a list containing the numbers and other unique identifying marks of all of the ballot papers to be issued by the returning officer in pursuance of rule 24 or provided in pursuance of rule 28.\n(2) The list must be in the appropriate form in the Appendix or a form to the like effect.",
