  "text": "Draft Regulations laid before Parliament under section 2(2) of the European Communities Act 1972 and section 209 of the Enterprise Act 2002, for approval by resolution of each House of Parliament.\nCOMPETITION\nMade 2004\nComing into force\nFor the purposes of regulation\n4 as it gives effect to paragraphs\n50(a) and 54(8) of Schedule 1– 1st May 2007\nFor all other purposes – 1st May 2004\nWhereas on 31st March 2004 the Secretary of State laid a draft of these Regulations before Parliament;\nAnd whereas the said draft as so laid has been approved by resolution of each House of Parliament:\nNow, therefore, the Secretary of State being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures giving effect to the European Community’s rules on competition applying to undertakings, in exercise of the powers conferred on her by the said section 2(2) and by section 209 of the Enterprise Act 2003, hereby makes the following Regulations:",
