  "text": "(1) If a registration officer does not allow two people to marry in reliance on paragraph 2(1) of Schedule 6 to the Act, either person may appeal in writing to the Secretary of State within 28 days of the decision of the registration officer.\n(2) In considering an appeal under paragraph (1), the Secretary of State’s decision is final.",
