  "text": "(1) Paragraph (2) applies where an applicant—\n(a) does not consist of a group; and\n(b) during the CCA target period, has CCA emissions which are more than 25% of its total emissions.\n(2) Where this paragraph applies and where the applicant complies with article 35 or 36, as a participant it has a general CCA exemption.",
