  "heading": "Estimation adjustment: electricity and gas",
  "text": "(1) Sub-paragraph (2) applies—\n(a) to a supply to A of electricity or gas measured by a specific metering device (“device 1”) during a year;\n(b) for at least half of the year in which the supply is made, the amount of that supply is estimated by the supplier; and\n(c) A cannot provide evidence to the satisfaction of the administrator that A has measured such estimated supply by a meter reading from device 1.\n(2) Where this sub-paragraph applies, the “estimation adjustment” is 10% of the amount of the supply during the year which is measured by device 1.",
