  "text": "(1) Only the Secretary of State may draw up a revised document.\n(2) The Secretary of State must—\n(a) consult publicly on a draft of a revised document; and\n(b) carry out that consultation for a minimum of 12 weeks.\n(3) The Secretary of State must consult—\n(a) the Scottish Ministers;\n(b) the Welsh Ministers; and\n(c) the Northern Ireland departments,\nbefore complying with sub-paragraph (2).\n(4) A revised document must be published and made available at least 90 days before the end of the year of the phase in which the factors are to have effect.",
