  "text": "(1) Part 2 provides for registration as a participant for a phase of the scheme.\n(2) In respect of a phase a participant must comply with—\n(a) Part 3 to provide annual reports on CRC supplies;\n(b) Part 4 to surrender allowances equal to the participant’s CRC emissions; and\n(c) Part 5 to keep and audit records relating to the requirements of Part 2 to 4.\n(3) The following have effect in respect of Parts 2 to 5—\n(a) Schedule 2 (public bodies);\n(b) Schedule 3 (undertakings and participant equivalents);\n(c) Schedule 4 (information on registration);\n(d) Schedule 5 (changes to participants).\n(4) Part 6 provides for persons to provide information and assistance to participants and the administrator.",
