  "heading": "Local authority decisions",
  "text": "(1) In paragraph 10(6), a “local authority decision” means a decision described in sub-paragraph (2) in relation to qualification for a phase in respect of—\n(a) a public body (“a local government public body”) which is—\n(i) in England, a public authority described in any of paragraphs 7(a) and 8 to 11 of Part II (local government) of Schedule 1 to the 2000 Act; or\n(ii) in Wales, a public authority described in paragraph 7(b) of that Part;\nor\n(b) where the local government public body is a member of a group under section 2 of this Schedule (“the local government group”), such a group.\n(2) A decision referred to in sub-paragraph (1) means that a local government public body or group is a public body to which article 14(1)(e) applies.\n(3) Where such a decision is made, the decision may also provide—\n(a) that the body or group is a member of a group with another public body required to register as a participant;\n(b) where applicable, that the decision only applies to the local government public body and not any other member of the local government group.\n(4) Where a decision is made under sub-paragraph (3)(b)—\n(a) the local government group ceases to exist; and\n(b) other members of the group are separate public bodies.",
