  "text": "In article 9 of the Comhairle nan Eilean Siar (Aird Mhor, Barra) Harbour Empowerment Order 2001 (reclamation of land)—\n(a) in paragraph (2)(b), at the end insert “or the relevant person”, and\n(b) after paragraph (2), insert—\n“(3) In paragraph (2), “relevant person”, in relation to any property, rights or interests to which section 90B(5) of the Scotland Act 1998 applies, means the person who manages that property or those rights or interests.”.",
