  "text": "(1) The circumstances in paragraph (2) are specified for the purposes of paragraph 10 of Schedule 3 to the Data Protection Act 1998.\n(2) The circumstances are the disclosure of sensitive personal data relating to the events that occurred at Hillsborough Stadium in Sheffield on 15th April 1989 where that disclosure is necessary to give effect to the protocol on disclosure of information published on 15th December 2009 by the Secretary of State for the Home Department for the purposes of the Hillsborough Independent Panel established on that date by that Secretary of State.",
