The Secretary of State, being a Minister designatedf1 for the purposes of section 2(2) of the European Communities Act 1972f2 in respect of matters relating to electronic communications, in exercise of the powers conferred upon him by that section, makes the following Regulations (a draft of which has been approved by each House of Parliament):
