  "text": "(1) The Environmental Information Regulations 2004 are amended as follows.\n(2) In regulation 2(1)—\n(a) after the definition of “appropriate records authority” insert—\n““the Commission” means the Information Commission;”;\n(b) omit the definition of “the Commissioner”.\n(3) In each of the following provisions, for “Commissioner”, in each place it occurs, substitute “Commission”—\n(a) the heading of regulation 16;\n(b) regulation 16(3) and (5);\n(c) regulation 18(10);\n(d) regulation 19(4)(a) and (b).",
