  "text": "(1) For regulation 21(1) (debtors who may apply for approval) substitute—\n“(1) Subject to paragraphs (2) and (3), a debtor may apply for approval of a debt payment programme—\n(a) in the case of an individual debtor, where the programme provides for the payment of one or more debts; or\n(b) in the case of any other debtor, where the programme provides for the payment of two or more debts.”.\n(2) In regulation 22(3) (joint debt payment programme), after ““debtor”” insert “(including to a debtor who is an “individual” or “individuals”)”.",
