  "text": "In these Regulations—\n“the 1990 Act” means the Environmental Protection Act 1990;\n“the 2005 Regulations” means the Hazardous Waste (England and Wales) Regulations 2005;\n“the 2016 Regulations” mean the Environmental Permitting (England and Wales) Regulations 2016;\n“the Agency” means the Environment Agency;\n“approved software” means software that has been approved by the designated person in accordance with regulation 3(3);\n“consignment note” means the document set out in Schedule 4 (form of consignment note) to the 2005 Regulations;\n“designated person” has the meaning given in regulation 3(1);\n“digitally excluded number” has the meaning given in regulation 8(7);\n“digitally excluded operator” has the meaning given in regulation 8(1)(a);\n“digital waste record” means an electronic record that is created using approved software;\n“digital waste record number” has the meaning given in regulation 3(4)(a);\n“digital waste tracking system fee” means the fee payable in accordance with regulation 5;\n“digital waste tracking system” has the meaning given in regulation 3(2);\n“end of the quarter” means one of the following days, being the end of a quarter—\n(a) 31st March;\n(b) 30th June;\n(c) 30th September; or\n(d) 31st December;\n“enforcement cost recovery notice” has the meaning given in regulation 20(1);\n“hazardous controlled waste” means controlled waste (that is to say, household waste, industrial waste or commercial waste) that is hazardous waste;\n“operator of a permitted facility” (or “the operator”) means the person who is authorised under an environmental permit to operate a permitted facility;\n“permitted facility” means a regulated facility where a waste operation is carried out;\n“quarter” means any period of 3 months ending on 31st March, 30th June, 30th September or 31st December;\n“regulated facility” has the meaning given in regulation 8 of the 2016 Regulations;\n“specified information” has the meaning given in regulation 4(5)(a);\n“specified steps” has the meaning given in regulation 4(5);\n“working day” means a day which is not—\n(a) a Saturday or a Sunday;\n(b) Christmas Day;\n(c) Good Friday; or\n(d) a bank holiday in England under the Banking and Financial Dealings Act 1971.",
