  "text": "(1) Article 23 is amended as follows.\n(2) In paragraph 3, in the first sentence, for “national competent authority” substitute “Secretary of State”.\n(3) In paragraph 4—\n(a) in the first sentence, after “retained” insert “by the workshop”;\n(b) omit the second sentence;\n(c) in the third sentence—\n(i) for the words from the beginning to “upon” substitute “Upon”;\n(ii) for “competent authority” substitute “Secretary of State”.",
