  "text": "(1) Article 26 is amended as follows.\n(2) In paragraph 1—\n(a) for the first sentence substitute “A driver card is to be issued by the Secretary of State on request to a person whose normal residence is in the United Kingdom.”;\n(b) in the second sentence—\n(i) for “They shall” substitute “A driver card is to”;\n(ii) for “competent authority” substitute “Secretary of State”.\n(3) In paragraph 2, in the second subparagraph—\n(a) omit “situated in two or more Member States”;\n(b) for “Member State” substitute “place”.\n(4) In paragraph 3—\n(a) in the first sentence, for “identity card” substitute “passport”;\n(b) in the second sentence—\n(i) for “competent authorities of the Member State issuing the driver card have” substitute “Secretary of State has”;\n(ii) for “they” substitute “the Secretary of State”.\n(5) In paragraph 4—\n(a) in the first subparagraph—\n(i) for “Member States” substitute “the Secretary of State”;\n(ii) for “a Member State” substitute “the United Kingdom”;\n(iii) for “issuing Member State” substitute “United Kingdom”;\n(b) omit the second subparagraph.\n(6) In paragraph 5, for “competent authorities of the issuing Member State” substitute “Secretary of State”.\n(7) In paragraph 7—\n(a) in the first sentence, for “competent authorities of a Member State find” substitute “Secretary of State finds”;\n(b) omit the second and third sentences.\n(8) In paragraph 8, for “Member States” substitute “The Secretary of State”.\n(9) Omit paragraph 9.",
