  "text": "(This note is not part of the Order.)\nThis Order amends the law relating to education and libraries. Part II makes new provision for the funding of grant-aided schools. Part III makes provision for the funding of Education and Library Boards and for such Boards to have a duty of best value. Parts IV and V make miscellaneous amendments relating to schools and the administration of education and libraries.",
