  "heading": "Advisory functions of the Council",
  "text": "(1) The Council shall advise—\n(a) the Department; and\n(b) employing authorities,\non such matters falling within paragraph (3) as the Council thinks fit.\n(2) The Council shall also advise the Department—\n(a) on such matters falling within paragraph (3); or\n(b) on such other matters relating to teaching,\nas the Department may from time to time require.\n(3) The matters referred to in paragraphs (1) and (2) are—\n(a) any matter relating to teachers which is dealt with (or which could be dealt with) by regulations under Article 36;\n(b) the training, career development and performance management of teachers;\n(c) standards of teaching;\n(d) standards of conduct for teachers.\n(4) The Council may publish advice given by it under this Article.",
