  "text": "A final notice relating to a compliance notice must include information as to—\n(a) the grounds for imposing the notice;\n(b) the steps required to be taken in relation to the breach;\n(c) the date by which the steps must be taken, which must be not less than 28 days from the date of the final notice;\n(d) rights of appeal; and\n(e) the consequences of failing to comply with the notice.",
