  "text": "By 31st July 2006, 31st July 2007 and 31st July 2008 the Authority shall submit to the Secretary of State a report setting out in respect of the year ending on the preceding 31st March–\n(a) the progress made by each supplier towards complying with his energy efficiency obligation under article 3; and\n(b) the progress made towards achieving the overall target in article 2.",
