  "text": "(1) Article 13 (tariffs for access to networks) is amended as follows.\n(2) In paragraph 1—\n(a) in the first subparagraph—\n(i) for “the regulatory authorities”, in both places that it occurs, substitute “the national regulatory authority”;\n(ii) omit the words from “pursuant to” (where they first appear) to “that Directive”;\n(b) in the second subparagraph—\n(i) for “Member States may decide that tariffs” substitute “Tariffs”;\n(ii) before “regulatory” insert “national”;\n(c) in the fourth subparagraph—\n(i) in the second sentence, for “authorities” substitute “authority”;\n(ii) in the third sentence, for the words from the beginning to “shall not be”, substitute “The national regulatory authority must ensure that network charges are not”.\n(3) In paragraph 2, omit the second sentence.",
