  "text": "(1) The Waste Management Licensing (Scotland) Regulations 2011 are amended as follows.\n(2) In schedule 4 (waste framework directive) in paragraph 6(4)(b)—\n(a) for “European Union as a whole to become” substitute “Scotland to move towards the aim of becoming”,\n(b) omit “and the Member States individually to move towards that aim,”.",
