  "text": "In regulation 5 (interpretation: authorised person)—\n(a) in paragraph (2)(c), in the opening words, for “the” substitute “an”,\n(b) after paragraph (3), insert—\n“(4) Where a person becomes an authorised person—\n(a) as a result of the operation of paragraph (2),\n(b) in respect of an activity which is carried on in accordance with a permit or a registration, and\n(c) there is a regulatory notice, surrender notice or costs recovery notice in effect in respect of that permit or registration,\nthe duty to comply with the notice is transferred to that person.”.",
