  "heading": "Existing waste management licence",
  "text": "(1) An existing waste management licence which authorises an activity which is a regulated activity (within the meaning of the 2018 Regulations) has effect on or after the relevant date as if it were a permit (within the meaning of the 2018 Regulations) (“a deemed permit”).\n(2) In accordance with sub-paragraph (1)—\n(a) any condition to which an existing waste management licence is subject has effect as if it were a condition attached to the deemed permit,\n(b) the licence-holder in relation to the existing waste management licence is to be treated as the authorised person in respect of the deemed permit.\n(3) SEPA may not revoke a deemed permit under this paragraph on the ground that SEPA considers that the authorised person is not in control of the carrying on of the activity before 1 April 2026.",
