  "heading": "Appeals – miscellaneous",
  "text": "(1) This regulation applies to a function of the Scottish Ministers in connection with—\n(a) the determination of an appeal under these Regulations; and\n(b) any other matter connected with an appeal.\n(2) Where this regulation applies, the Scottish Ministers may—\n(a) appoint a person to exercise any such function on their behalf, with or without payment; or\n(b) refer a matter to a person they may appoint for the purpose, with or without payment.",
