  "text": "Nothing in these Regulations shall make it unlawful for any person to do anything by way of—\n(a) meeting special needs for education, training or welfare of persons on grounds of their sexual orientation, or\n(b) providing ancillary benefits in connection with meeting the needs mentioned in paragraph (a).",
