  "text": "In Article 11—\n(a) in the heading, for “Union” substitute “United Kingdom”;\n(b) for paragraph 1 substitute—\n“1. Keepers must submit an application for identification documents for equidae born in the United Kingdom to the appropriate issuing body in the United Kingdom, and must provide all information necessary to comply with this Regulation.”;\n(c) in paragraph 2—\n(i) for “Member States”, substitute “The competent authority”;\n(ii) omit “and Article 13(1)”;\n(d) in paragraph 3, for the words from “other than” to the end substitute “, rather than in the United Kingdom”.",
