  "text": "(1) This Part and regulations 12 and 13 come into force immediately before the day after the date on which these Regulations are made.\n(2) Part 2 comes into force on the day after the date on which these Regulations are made.\n(3) The remainder of these Regulations come into force immediately before IP completion day.",
