  "text": "For Article 13, substitute—\n“Article 13\n1. The Secretary of State, acting in accordance with this Regulation, may refuse to grant an export authorisation, and may annul, suspend, modify or revoke an export authorisation which the Secretary of State has already granted.\n2. Paragraph 1 shall also apply to authorisations for brokering services.”.",
