  "text": "(1) The Department of the Environment may incur expenditure for any purpose calculated to contribute to the achievement of sustainable development.\n(2) In particular that Department may provide financial assistance to bodies which have among their objectives the promotion of sustainable development.\n(3) In paragraph (2) “financial assistance” means assistance by way of grants or loans on such conditions (including conditions as to repayment) as that Department may determine.",
