For the purpose of the formula in paragraph 2(1), “d” is the number appearing to the Secretary of State to be—

(a)

the number of registered pupils at the school on 21st January 1999; or

(b)

in the case of a special school, the appropriate number of places for which the school could be funded in accordance with these Regulations for the financial year beginning on 1st April 1999.
