  "text": "In this Part—\n“emergency” means an event or situation that causes or is likely to cause—\n(a) a person to die, be seriously injured or become seriously ill, or\n(b) serious harm to the environment (including the life and health of plants and animals and the fabric of buildings);\n“premises” includes any place and, in particular includes—\n(a) any vehicle, ship or aircraft,\n(b) any installation on land, any offshore installation and any other installation, and\n(c) any tent or movable structure;\n“road” has the meaning given by Article 2(2) of the Road Traffic Regulation (Northern Ireland) Order 1997 (NI 2);\n“ship” includes every description of vessel used in navigation.",
