  "text": "(1) The Board must consist of—\n(a) a chairman; and\n(b) no more than eight additional members.\n(2) The chairman must be appointed by the Secretary of State in consultation with the Minister of Agriculture and Rural Development in Northern Ireland.\n(3) The other members of the Board must be appointed by the Secretary of State.",
