  "text": "Draft Regulations laid before Parliament under section 42(3) of the Teaching and Higher Education Act 1998, for approval by resolution of each House of Parliament.\nEDUCATION, ENGLAND AND WALES\nMade\nComing into force\nIn exercise of the powers conferred on the Secretary of State by sections 1(5) and (7) and 42(6) and (7) of, and paragraph 3 of Schedule 1 to, the Teaching and Higher Education Act 1998, the Secretary of State for Education and Employment hereby makes the following Regulations, a draft of which has been laid before, and approved by, each House of Parliament:",
