  "text": "In Article 2, at the end, insert—\n“17. “Food Safety Authority” means—\n(a) as regards England, Wales and Northern Ireland, the Food Standards Agency;\n(b) as regards Scotland, Food Standards Scotland;\n18. “appropriate authority” means—\n(a) in relation to England, the Secretary of State;\n(b) in relation to Wales, the Welsh Ministers;\n(c) in relation to Scotland, the Scottish Ministers;\n(d) in relation to Northern Ireland, the Northern Ireland devolved authority;\n19. “prescribe” means prescribe by regulations;\n20. “third country” means a country or state other than the United Kingdom;\n21. “public analyst” has the meaning it bears in the Food Safety Act 1990 or, in the case of Northern Ireland, the Food Safety (Northern Ireland) Order 1991;\n22. “Northern Ireland devolved authority” means the Department of Health;\n23. “reference laboratory” means the laboratory appointed by the appropriate authority in accordance with Article 32.”.",
