  "text": "After regulation 60 insert—\n“Complaints – breach of the relevant requirements by a green deal certification body\n60A. A complaint in respect of a breach of the relevant requirements by a green deal certification body may be made to the Secretary of State by—\n(a) the improver;\n(b) the bill payer; or\n(c) an owner or occupier who has arranged for a qualifying assessment of a property to be carried out by a green deal assessor.”.",
