  "heading": "Definitions under section 2(9)",
  "text": "(1) The definitions given in paragraph have effect for the purposes of Chapter 1 of Part 1 of the Act and for the purposes of these Regulations.\n(2) The following have effect—\n“energy”, except in section 2 and regulation 28(2), means electricity;\n“energy bill”, except in section 4(4) and Part 5, means—\n(a) where electricity is supplied to a green deal property, a demand for payment issued by the relevant energy supplier to the bill payer in respect of the supply of electricity to the property;\n(b) where no electricity is supplied to a green deal property, a demand by the relevant energy supplier for payment of green deal instalments;\n“occupier” means, in respect of a property, a person who lawfully occupies a property but is not an owner of it;\n“owner”, except in regulations 36 and 37 and Part 8, means, in respect of a property, a person who is—\n(a) a relevant title holder;\n(b) a tenant under a lease of the property; or\n(c) a licensee under a licence of the property,\nbut does not include a mortgagee not in possession of the property;\n“relevant energy supplier” means—\n(a) a person who—\n(i) supplies energy to a property;\n(ii) holds a licence issued under section 6(1)(d) of the Electricity Act 1989 (electricity supply licences); and\n(iii) is a party to the Green Deal Arrangements Agreement; or\n(b) where no electricity is supplied to a green deal property, the person who last satisfied paragraph (a) in respect of that property.",
