  "text": "For the purpose of section 4(4) and Part 5, “energy bill” means a charge for the supply of any one or more of—\n(a) electricity to a property;\n(b) heat or hot water to the property;\n(c) fuel, other than electricity, used to heat a property or to heat water at a property.",
