  "text": "(1) The existing wards of the borough of Harrogate are abolished.\n(2) The borough of Harrogate is divided into 40 wards as listed in Schedule 1.\n(3) Each ward comprises the area identified on the map by reference to the name of the ward.\n(4) One councillor is to be elected to each ward listed in Schedule 1.",
