  "text": "(1) Regulations by the Secretary of State under this Part are to be made by statutory instrument subject to annulment in pursuance of a resolution of either House of Parliament.\n(2) Regulations under this Part may—\n(a) include consequential, incidental, supplementary, transitional or saving provision (including provision amending, repealing or revoking enactments);\n(b) make different provision for different purposes.",
