  "text": "Draft Order laid before Parliament under section 189(4) of the Housing Act 1996, for approval by resolution of each House of Parliament.\nHOUSING, ENGLAND\nMade 2002\nComing into force in accordance with article 1(1)\nThe Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred on him by section 189(2) of the Housing Act 1996, having consulted such associations representing relevant authorities, and such other persons as he considers appropriate, in accordance with section 189(3) of that Act, hereby makes the following Order—",
